CALL TO ORDER AND DETERMINATION OF A QUORUM: Acting Chairperson Ann Gould called the first meeting of the 2013-2014 Rutgers University Senate to order at 1:20 p.m. in the Multipurpose Room, Rutgers Student Center, 126 College AvenueCollege Avenue Campus, New Brunswick. She introduced herself, noting, with sadness, that she was acting chair because Chairperson Paul Panayotatos died on April 7, 2013. Professor Leslie Fishbein read a memorial statement for Dr. Panayotatos (appended below), after which a moment of silence was observed in his memory. Gould noted that the flag in front of Old Queens would be at half mast that and the following day.

Memorial Statement for Paul Panayotatos: We honor Paul Panayotatos as a sage and respected leader of the University Senate and New Brunswick Faculty Council who worked tirelessly and effectively to sustain and enhance shared governance at Rutgers and to propel the University to greater academic achievment and recognition. His wisdom and nuanced attention to detail inform many improved Rutgers policies that originated in advice from the University Senate. An innovative scholar in the Department of Electrical and Computer Engineering and a devoted mentor of its students, Paul Panayotatos also was a respected and valued colleague of ours in the University Senate and New Brunswick Faculty Council, and was a man whom we valued and respected for his honesty, dedication, and integrity.  He was a gentleman in a world in which such civility has become increasingly rare, and was clearly devoted to Rutgers and to his colleagues, family, and friends.

REPORT OF THE SECRETARY - Ken Swalagin, Executive Secretary of the University Senate
PRIVILEGE OF THE FLOOR: Privilege of the floor was granted to Nominating Panel Chairperson Victor Greenhut, a member of the 2012-13 Senate.
 
REPORT OF THE NOMINATING PANEL: Nominating Panel Chairperson Victor Greenhut presented the report of the Nominating Panel.
 
Victor Greenhut gave a brief overview of the nominating and election process, as well as the runoff procedure for at-large faculty Executive Committee member elections. He said that candidates for positions which are uncontested are not required to make statements in support of their candidacies, but may do so if they wish.
 
Greenhut then announced candidates for all positions, calling for nominations from the floor in each category.
 
The nominations completed, the resultant slate of candidates was:

A runoff election was conducted for chair, vice chair, and all full-time faculty members of the Executive Committee based on the above slate so that those nominees who did not prevail in the contested categories  could be placed in the appropriate category for Executive Committee members.
 
Candidates who wished to do so were given time to make statements.
 
VOTING AND COLLECTION OF BALLOTS:  Voting was done on paper ballots prepared by the Secretary and distributed at sign-in only to voting members of the 2013-14 Senate.  Linda Mickelsen of the Senate Office collected and tabulated the ballots.
