PRESIDING OFFICERMartha Cotter, Chairperson

CHAIRPERSON’S REPORT:  Chairperson Cotter welcomed Senators, guests, and all participants.  She introduced:  Ken Swalagin, Executive Secretary of the Senate; Jillian Curtis, Parliamentarian; Sam Rabinowitz, Vice Chair of the Senate; and Linda Mickelsen, Senate administrative assistant.  Chairperson Cotter also introduced the Senate’s standing-committee chairs, and gave a brief preview of some issues to be addressed by the Senate and its committees this year, including:  the report and recommendations of the Task Force on Undergraduate Education, the University’s copyright and academic integrity policies, and the status of full-time non-tenure-track faculty.  

Chairperson Cotter then outlined the procedure for the question-and-answer period which was to follow President McCormick’s Annual Address to the Community.  The procedure allowed anyone present to pose a question, with no preference given to Senators, but questions were limited to one per person, and to one minute or less, with no follow-up.

PRESIDENT’S ANNUAL ADDRESS TO THE UNIVERSITY COMMUNITY:  Chairperson Cotter introduced President McCormick, who took the lectern.  President McCormick then presented his Second Annual Address to the University Community, the text of which has been posted online at

A question-and-answer period followed, during which President McCormick responded to questions on issues  largely relating to the report of the Task Force on Undergraduate Education, but which also included:  Rutgers’ efforts to aid victims of Hurricane Katrina; study-abroad opportunities; plans for College Avenue, Busch and Livingston Campuses; the overall size of Rutgers University, and of its student body; the cost of gasoline, and Rutgers’ mileage reimbursement policy; and others.

ADJOURNMENT:  There being no further business before the University Senate, Chairperson  adjourned the meeting at 4:30 p.m.
