Senate Chairperson Ann Gould called the meeting to order at 1:24 p.m. in the Multipurpose Room of the College Avenue Student Center, College Avenue Campus, New Brunswick. She welcomed all attendees, and summarized the agenda.

SECRETARY'S REPORT - Ken Swalagin, Executive Secretary

COMMITTEE REPORT Instruction, Curricula and Advising Committee (ICAC) Response to Charge S-1413 on Selection Process for Software Packages or Services of Significant Instructional ImpactNatalie Borisovets, ICAC Chair

Instruction, Curricula and Advising Committee Chair Natalie Borisovets summarized the ICAC's report and recocmmendations on Charge S-1413 on Selection Process for Software Packages or Services of Significant Instructional Impact. The committee had been charged as follows::

Using the most recent Pearson contract as a case in point, review the process by which large contracts that have the potential to seriously affect curricular or academic areas of the University are awarded. How are final bidders selected, and by what criteria are choices made? How are specifications determined for components/needs? How do we ensure that faculty preferences and pedagogical priorities are included in the consideration of such packages?

The report was discussed briefly. Gould then called for a vote on the resolution contained in the report. On card vote, the Senate adopted the resolution with two Senators opposed.

ADMINISTRATIVE REPORT - Barbara Lee, Senior Vice President for Academic Affairs

Senior Vice President for Academic Affairs Barbara Lee presented an administrative report, commenting on topics including:
Lee then responded to questions, or heard comments, on the above, as well as her convening of a Task Force on the Humanities.

SUMMARY OF RUTGERS INTERIM TITLE IX POLICY - Judith Ryan, Enterprise Risk and Institutional Compliance Officer

Enterprise Risk and Institutional Compliance Officer Judith Ryan presented a summary of Rutgers' Interim Title IX Policy, and responded to questions regarding the requirements of the policy.

SENATE EXECUTIVE COMMITTEE REPORT - Senate Vice Chair Peter Gillett reported on the October 2, 2015 meeting and activities of the Senate Executive Committee.

REPORTS OF THE REPRESENTATIVES TO BOARDS OF GOVERNORS AND TRUSTEES: Senator Samuel Rabinowitz, Faculty Representative to the Board of Governors, and Senator Allie Williams, Student Representative to the Board of Governors, reported on the October 14, 2015 Board of Governors meeting. Senator Asha Samant, Faculty Representative to the Board of Trustees, said that there had been no meeting of the Board of Trustees since the previous Senate meeting.

CAMPUS FACULTY AND STUDENT LIAISON REPORTS: Senator Samuel Rabinowitz, former Camden Faculty Council chairperson, reported on that group's recent plans and activities, including election of Perry Dayne as this year's chair. Senator Brandon Theiss reported on recent Camden student plans and activities, as well as events associated with the Pope's recent visit to Philadelphia. Theiss also raised questions about projected cost savings resulting from the merger of the School of Law-Camden and School of Law-Newark. Senator Martha Cotter, former New Brunswick Faculty Council Chairperson, reported on that group's September 25, 2015 meeting. Senator Justin Schulberg, New Brunswick Student Member of the Senate Executive Committee, reported on New Brunswick student governing association activities. Secretary Swalagin read to the
Senate a report prepared by Newark Student Member of the Senate Executive Committee Edmund Janniger (who was unable to attend the meeting) on Newark student governing association activities. Newark Student Senator Kimberly Lu also reported on Newark student activities.
