Academic Standards, Regulations, and Admissions Committee (ASRAC) Response to Charge S-1602 on Policies on Excused Student Absences for Religious Observances [Presented for Information Only] – Robert Schwartz and Matt Winkler, ASRAC Co-Chairs
The ASRAC was charged as follows: At the request of Senior Vice President for Academic Affairs Barbara Lee, consider Rutgers’ policies on excused student absences for religious observance, and make recommendations on how best to revise those policies in light of the increasing diversity of the Rutgers student body.
Academic Standards, Regulations, and Admissions Committee (ASRAC) Response to Charge S-1714 on Procedures for Adjudicating Academic Integrity Policy Infractions – Robert Schwartz and Matt Winkler, ASRAC Co-Chairs
The ASRAC was charged as follows: Review the current status of the educative and adjudication process and administrative organization and support of the Offices of Student Conduct regarding infractions of the University Academic Integrity Policy. Identify areas of concern, and provide appropriate recommendations. Including in deliberations input received on this issue form the Senate’s Student Affairs Committee (Charge S-1713).
University Structure and Governance Committee (USGC) Response to Charge S-1604 on Process for Unit Mergers or Other Structural Changes – Jon Oliver, USGC Chair
The USGC was charged as follows: Consider and recommend a procedure, timeline, template, and process for merger or dissolution of, or making structural changes to, non-academic units that have a broad educational impact. Refer to the Senate report and recommendations on Charge S-1403, Process for Unit Mergers or Other Structural Changes, when considering this charge.
University Structure and Governance Committee (USGC) Response to Charge A-1710 on Policy on Centers and Institutes – Jon Oliver, USGC Chair
The USGC was charged as follows: Review the draft revised University Policy on Centers and Institutes (University Policy 10.1.5) and the accompanying guidelines for the preparation of proposals for the creation of centers and institutes, and for periodic CI progress reports. Make appropriate recommendations.
Ad Hoc Committee on Sale of Alcohol in Stadiums Response to Charge S-1706 on Sale of Alcohol in Stadiums – Robert Schwartz, Ad Hoc Committee Chair
The Ad Hoc Committee was charged as follows: Consider the rationale and RUSA resolution on the potential sale of alcohol at Rutgers stadiums. Explore this issue, and make recommendations, as appropriate.

CALL TO ORDER AND DETERMINATION OF A QUORUM: Chairperson Gillett called the first meeting of the 2017-2018 Rutgers University Senate to order at 10:00 a.m. in the Multipurpose Room, College Avenue Student Center, College Avenue Campus,New Brunswick. He welcomed all attendees, and extended a special welcome to new Senators.
REPORT OF THE SECRETARY – Mary Mickelsen, Executive Secretary of the University Senate
- Agenda: The meeting’s agenda was approved by the Senate.
- Committee Preferences: Secretary Mickelsen directed the Senate to online resources to guide Senators’ choices of standing-committee membership preferences, including the committees’ standing charges, pending charges, and a committee-preference form, and reminded everyone to send her their preferences.
- Schedule of 2018-19 Senate and Executive Committee Meetings: Mickelsen asked the Senate to add to their calendars the dates of next year’s Senate meetings.
PRIVILEGE OF THE FLOOR: Privilege of the floor was granted to Nominating Panel Chair Ann Gould, a member of the 2017-18 and 2018-19 Senates.
REPORT OF THE NOMINATING PANEL: Nominating Panel Chair Ann Gould presented the report of the Nominating Panel.
Senator Gould gave a brief overview of the nominating and election process, as well as the runoff procedure for at-large faculty Executive Committee member elections. Gould said that any candidates nominated from the floor must be certified on the Senate roster in order to be added to the ballot.
Gould announced candidates for all positions, calling for nominations from the floor in each category.

A runoff election was conducted for all full-time faculty members of the Executive Committee based on the above slate so that those nominees who did not prevail in the contested New Brunswick, Newark, and RBHS Faculty EC categories could be placed in the at-large category.
VOTING AND COLLECTION OF BALLOTS: Voting was done on paper ballots prepared by the executive secretary and distributed at sign-in only to voting members of the 2017-18 Senate. Enidyaj Turner, the Senate’s Work/Study Student, and Viktor Krapivin, 2017-18 SAS-NB Student Senator and graduating senior, collected and tabulated the ballots.
