Senate Bylaws
The Senate is in the process of reviewing and consolidating its Bylaws. The Bylaws listed below have been approved by the Senate.

- Voting Members of the University Senate
- Faculty members elected by and from the faculty members of the faculties, colleges, schools, Chancellor-led units, and other units of the University as described in Article I.C.-D.
- Eight senators-at-large representing lecturer faculty (two from each of the four major Chancellor-led units). Student Senators as described in Article I.F.-G.
- The Student Charter Trustees, if not serving as elected senators.
- 20 representatives elected by the staff.
- Eight representatives elected by the Rutgers University Alumni Association.
- The President of the University.
- The Executive Vice President for Academic Affairs.
- The Executive Vice President and Chief Financial Officer, Finance and Administration.
- The Chancellor–New Brunswick.
- The Chancellor–Rutgers Biomedical and Health Sciences.
- The Chancellor–Newark.
- The Chancellor–Camden.
- The Vice President for University Libraries and University Librarian.
- One additional member of the administrative staff to be named by the President.
- The Immediate Past Chair of the University Senate, if not already serving as an elected senator, shall remain a voting senator for the year he/she serves as Immediate Past Chair.
- Non-Voting Members of the University Senate
- The dean of each faculty and school shall be a non-voting ex officio member of the Senate with voice.
- The chairs of the New Brunswick Faculty Council, Newark Faculty Council, Camden Faculty Council, and Rutgers Biomedical and Health Sciences Faculty Council shall serve as non-voting ex officio members of the Senate and will report to the Senate on the activities of the Faculty Councils. In the absence of the faculty council chair, the faculty member from that Chancellor-led unit who is also an Executive Committee member or other members in attendance shall report on the activities of the Faculty Councils.
- All past chairs of the University Senate who continue to be affiliated with Rutgers University will be non-voting members of the Senate after their year as Immediate Past Chair. This does not preclude any past chair from being elected to the Senate again as a voting member.
- The Senate may also appoint non-voting members.
- Election of Faculty Senators
- Faculty member, for the purposes of determining unit Senate entitlements through elections, is defined as tenure-track, non-tenure-track, and clinical faculty members of the University (other than lecturers) holding the ranks defined in Policy Section 60.5.2 A and B of the University Policy Library.
- By December 1 of each year, the President of the University or the President’s designee shall certify to the Executive Secretary of the University Senate the number of faculty members and full-time-equivalent students in each unit and the number of members and associate members of the graduate faculties for the purpose of determining the faculty representation for the following academic year.
- The term “faculty members” refers to all budgeted instructional, research, clinical, and extension faculty lines assigned to each faculty, school, and division of the University in the fall semester of each academic year.
- A faculty member shall be counted only in the unit to which the faculty member’s faculty line is budgeted, with the exception that a member of the faculty of one of the Chancellor-led units’ graduate schools (School of Graduate Studies, the Graduate School–Newark, and the Graduate School–Camden) will be counted as a faculty member of that graduate school in accordance with Article I.D.f. below, in addition to the faculty member’s home division.
- The term “full-time equivalent students” refers to the number of full-time students plus two-fifths the number of part-time students matriculated in each school in the fall semester of each academic year.
- In January, the Executive Secretary notifies each unit of faculty and student senators to be elected prior to March 1. The results of the elections must be reported to the Senate office by April 1.
- The election of Faculty Senators shall be in accordance with each unit’s bylaws and shall be at-large within each unit unless otherwise provided in the unit’s bylaws. When representatives are elected at-large for a Chancellor-led unit, the elections shall be conducted by the office of the respective chancellor.
- For the purpose of voting for a representative to the University Senate and/or being elected to the University Senate, a faculty member shall have eligibility to vote and/or be elected in the unit in which the largest share of the faculty member’s line is budgeted. In the event a faculty member’s line is equally distributed between or among academic units, the faculty member shall choose and thereafter continue to be associated with the chosen unit for the purposes set forth in this section.
- Faculty Senators shall serve a term of three years. The term of Faculty Senators shall begin on July 1.
- If there is a vacancy, the newly-elected senator shall also serve a term of three years.
- When an elected Faculty Senator leaves the unit from which the senator is elected, the respective Senate seat shall be deemed vacant. When an elected Faculty Senator assumes a new position within the unit from which the senator was elected (i.e., a position other than that of a faculty member as defined above), and the senator is not eligible to be elected to the Senate from the new position in accordance with the respective unit’s bylaws at the time the senator assumes the new position, then the Senate seat shall be declared vacant. Vacancies shall be filled in accordance with the respective unit’s bylaws.
- Faculty Representation
- The University Senate shall have its faculty membership distributed among the units of the University in proportion to the number of faculty members or full-time-equivalent students in each unit as provided below, to be elected in accordance with each unit’s bylaws.
- In addition, each of the four major Chancellor-led units shall be represented by three faculty senators-at-large. When senators are elected at-large from a Chancellor-led unit, procedures for conduct of these elections shall be as follows:
- The chancellor of each Chancellor-led unit shall appoint a nominating committee and shall notify the faculty or appropriate constituency of the election.
- The nominating committee shall nominate at least two candidates for each at-large Senate position for which there is a vacancy. The nominees shall be persons who would be expected to represent the unit-at-large, and who work in the geographical location of that Chancellor-led unit. (In New Brunswick, Newark, and RBHS, “other research and academic units” are to be included.) The names of additional candidates can be submitted to the nominating committee by petition of ten eligible voters and shall be placed on the ballot.
- The final ballot shall be sent to all appropriate faculty or other constituencies of the Senate by the Chancellor or appropriate administrative officer.
- If there are multiple openings, the candidate with the highest number of votes shall be elected for the longest term, the second highest to the second longest, etc.
- Alternatively, each Chancellor-led unit shall have the option of conducting elections of at-large faculty senators through action of its respective faculty body/group (e.g., the faculty councils) in lieu of elections.
- The procedure outlined in Article I.D. b. above should also be used in the election of senators representing other research and academic units in a Chancellor-led unit.
- Each undergraduate and graduate professional college or school (except those listed in Article I.D.e. below) shall be entitled to the larger number of Faculty Senators based upon:
- one senator for each 60 budgeted faculty lines or major fraction thereof, or,
- one senator for each 800 full-time-equivalent students or major fraction thereof, except that:
- each college or school shall be entitled to at least one representative;
- for a college or school whose entitlement has reached 10 Faculty Senators, further entitlement shall be based on the larger number of Faculty Senators based upon:
- one senator for each 120 budgeted faculty lines or major fraction thereof, or
- one senator for each 1600 full-time-equivalent students or major fraction thereof; and
- the maximum number of Faculty Senators for each college or school shall be 20. This provision applies to those undergraduate and graduate and professional colleges or schools not specifically included in Article I.D.e. below.
- Faculty representation in units that share faculty (the Faculty of Arts and Sciences–Camden, Camden College of Arts and Sciences, and University College–Camden) shall be the larger number based on the same formula as provided in Article I.D.d.
- The graduate schools shall be entitled to a number of Faculty Senators which is the greater of:
- one senator for each 60 budgeted faculty lines or major fraction thereof, plus one senator for each additional 267 members and associate members of that graduate school faculty or major fraction thereof, or
- one senator for each 800 full-time-equivalent students, or major fraction thereof, except that:
- each college or school shall be entitled to at least one representative;
- for a graduate school whose entitlement has reached 10 Faculty Senators, further entitlement shall be based upon the greater of:
- one senator for each 120 budgeted faculty lines or major fraction thereof plus one senator for each additional 533 members and associate members of that graduate school faculty or major fraction thereof, or
- one senator for each 1200 full-time-equivalent students, or major fraction thereof; and
- the maximum number of Faculty Senators for each graduate school shall be 20.
- The University Libraries shall be represented by two senators with the title Librarian who shall serve for a term of three years starting on July 1.
- Other research and academic units on a major Chancellor-led unit shall collectively comprise one unit (for the purpose of Senate representation) which shall be entitled to one senator for each 60 budgeted faculty lines or major fraction thereof, except that each unit shall be entitled to at least one representative
- This provision shall include the research and academic units as maintained on a current listing by Chancellor-led unit in the Office of Institutional Research and Academic Planning, as provided in University Policy 10.1.2: Academic Units, unless such units are otherwise provided for above, plus any faculty lines budgeted to the Division of Continuing Studies.
- Election of Lecturer Faculty Senators
- Senators representing lecturer faculty shall be elected by vote of lecturer faculty.
- All lecturer faculty employed by the University at the time of the election are eligible to vote in their respective major Chancellor-led unit elections. Those who have taught at the University for at least three semesters during the last three calendar years are eligible to serve.
- The term of lecturer faculty representatives will be for a period of three years and will begin on July 1.
- When a vacancy exists among Lecturer Faculty Senators:
- Candidates from the last election who were not elected to a seat will be asked to serve, in rank order starting with the candidate who received the most votes.
- If there are no candidates from the last election willing to serve, a new election must be held for representatives to finish the term.
- When filling a vacancy, the newly-elected senator shall also serve a term of three years.
- The results of the elections of Lecturer Faculty Senators must be reported to the Senate office by April 1.
- Election of Student Senators
- All matriculated students at the University shall be eligible to vote for and to be elected as Student Senators.
- The time, place, and manner of the election of Student Senators shall be determined by the student governing body in each of the schools and colleges of the University. Student Senators shall be elected by students in their respective units. The precise mode of election – whether by the entire student body of the unit or by a student governance association or equivalent student representative body in the unit – shall be left to the practice of individual units.
- Student Senators shall serve for a term of one year without excluding the possibility of re-election. The term of Student Senators shall begin on July 1.
- The results of the elections of student senators must be reported to the Senate office by April 1.
- When an elected Student Senator leaves the unit from which the senator is elected, the respective Senate seat shall be deemed vacant, and the vacancy shall be filled in accordance with the respective student governing body’s bylaws. If there is a vacancy, the newly-elected senator shall complete the one-year term.
- Student Representation
- One Student Senator shall be elected for each 1200 full-time-equivalent students, or major fraction thereof, of each school or college offering degrees, except that:
- each school or college shall be entitled to at least one student representative;
- for a school or college whose entitlement has reached 10 Student Senators, further entitlement shall be based on one senator for each 2400 full-time-equivalent students or major fraction thereof; and
- the maximum number of Student Senators for each school or college shall be 20.
- Student senators in attendance from each Chancellor-led unit shall report on a regular basis to the Senate concerning activities of the bodies they represent.
- One Student Senator shall be elected for each 1200 full-time-equivalent students, or major fraction thereof, of each school or college offering degrees, except that:
- Election of Staff Senators
- The 20 staff representatives will be elected at-large from their respective Chancellor-led units, with seven senators representing New Brunswick, six senators representing Rutgers Biomedical and Health Sciences, four senators representing Newark, and three senators representing Camden.
- Any central administration staff member not associated with a chancellor-led unit who wishes to run for a seat on the Senate may make a special request to the Senate Office if they wish to run on a campus other than that on which their primary office is located.
- Staff Senators are elected from among full-time employees of the University who are not faculty members as defined in Article I.C. and who have been employed by Rutgers University for at least one year. Ex officio members listed in Article I.A. and I.B. may not be elected to the Senate as staff.
- Staff Senators will serve for a term of three years starting on July 1.
- When a vacancy exists among Staff Senators:
- Candidates from the last election who were not elected to a seat will be asked to serve, in rank order starting with the candidate who received the most votes.
- If there are no candidates from the last election willing to serve, a new election must be held for a representative to finish the term.
- When filling a vacancy, the newly-elected senator shall also serve a term of three years.
- The results of the elections of staff senators must be reported to the Senate office by April 1.
- Election of Alumni Senators
- The time, place, and manner of the election of Alumni Senators shall be determined by the Rutgers University Alumni Association.
- Alumni Senators will serve for a term of three years starting on July 1.
- When vacancies exist among Alumni Senators, a new election must be held. If there is a vacancy, the newly-elected senator shall also serve a term of three years.
- The results of the elections of Alumni Senators must be reported to the Senate office by April 1.
- Appointment of Administrators
- The presidential nomination of one member of the administrative staff (Article I.A.n.) shall be for a term of one year and shall be forwarded to the Executive Secretary of the University Senate by June 15 each year.
- When individuals hold multiple titles of administrative positions which are included in Article I.A. for membership in the Senate or when vacancies exist in administrative positions which are included in Article I.A. for membership in the Senate, the President of the University, in consultation with the individual holding multiple titles in the unit may designate another administrative member of that unit to serve in lieu of the affected individual as members of the Senate until the titles are separately held or the vacancies filled. The names of designees shall be forwarded to the Executive Secretary of the University Senate.
- Responsibilities of Senators
- Senators shall report to their constituencies at every scheduled meeting of the constituencies, and the head of each constituency shall list such a report on the agenda of all scheduled meetings.
- Attendance at all full Senate and committee meetings is the primary responsibility of each senator and is essential to the successful operation of the Senate. All who accept election to the Senate are expected to arrange a schedule that does not conflict with Senate meetings.
- If senators cannot attend, they can be excused by calling or writing the Executive Secretary and providing a valid reason such as professional commitments, illness, etc. Attendance records are maintained, updated, and posted online after each Senate meeting, and sent annually to all units prior to the annual election of new senators.
- When an elected senator will be on leave for a period of one semester or more, that senator shall inform the Executive Secretary of the University Senate and the dean (or the chancellor if an at-large senator) and state whether or not the senator can attend to Senate business during that time. The dean (or chancellor) will then seek the advice of that faculty or student governing body, as appropriate, as to whether or not they wish to have a replacement elected according to the bylaws of that unit for the period of the leave of the regularly elected senator.
- When a senator has been absent without excuse for more than two Senate meetings per academic year, the senator shall be notified in writing by the Senate Executive Secretary of the absence policy and the procedures for excuse.
- When a senator has been absent without excuse for more than three Senate meetings per academic year, the unit or constituency of that representative shall be notified in writing by the Senate Executive Secretary so that the unit or constituency may consider recalling and replacing the senator.
- When a senator has been absent without excuse for more than four Senate meetings per academic year, the senator will be removed from the Senate and their position will be deemed vacant.
- Tenured faculty senators may be selected to serve as members of special panels to consider actions to detenure faculty under University Policy 60.5.1.H.
- No senator may serve simultaneously in more than one seat. A senator who is elected to multiple constituencies may decide which one they want to fill and must resign the others.
- Voting Members of the University Senate

ARTICLE II: Officers
- The elected officers of the Senate shall consist of a Chair and Vice Chair who shall be elected from among the voting membership of the Senate.
- The elected officers of the Senate shall assume office on July 1 following the date of their election and shall serve a period of one year, with terms expiring on June 30 of the subsequent year.
- Chair
- The Chair of the Senate shall serve for no more than three consecutive one-year terms. A senator may be elected to serve as Chair for additional terms as long as the limit of three consecutive terms is not exceeded.
- The Senate chair performs the duties normally associated with this office, including presiding at meetings of the full Senate and Executive Committee, supervising and executing Senate business, and convening regular and special meetings of the Senate.
- The chair also acts as the official liaison of the Senate to the Board of Governors.
- The chair meets at least once each semester with the President of the University and the Executive Vice President for Academic Affairs to discuss upcoming issues of interest to the Senate. Communication between the chair and the president and the president’s senior administrators needs to be frequent and meaningful.
- The chair is responsible for initiating appeals filed under University Policy 50.2.2B (2) and presenting the Senate’s case to the Educational Policy and Planning Committee of the Board of Governors.
- It is a major responsibility of the chair to solicit proactively for the Executive Committee information from the president or the president’s representative on upcoming issues or projects that require either legislative or advisory action by the Senate. The chair should regularly fully report to the Executive Committee on the chair’s ongoing communications with the president.
- If there is a vacancy in the office of Chair, the Vice Chair will move immediately into the office and complete the unexpired term. The unexpired term will not count towards the limit of three consecutive terms as Chair.
- Vice Chair
- The vice chair assumes the responsibilities of the chair when the chair is absent or unable to serve.
- The vice chair acts as chair of the Appeals Panel if an appeal is being heard.
- The vice chair reports on Executive Committee actions at Senate meetings.
- If the vice chair is a faculty member, the vice chair initially convenes the Faculty Caucus.
- The vice chair fulfills other obligations as directed by the chair or Executive Committee.
- It is a primary responsibility of the vice chair to assist the chair in soliciting proactively for the Executive Committee information from the president or the president’s representative on upcoming issues or projects that require either legislative or advisory action by the Senate. The vice chair should regularly fully report to the Executive Committee on the vice chair’s ongoing communications with the president. This report should include a review of possible actions and issues that are expected to play an important role at Rutgers in the short or long term.
- If there is a vacancy in the office of the Vice Chair, the Executive Committee will elect a senator to complete the unexpired term.
- Executive Secretary
- The executive secretary performs the customary responsibilities of executive secretary and corresponding secretary of the University Senate. These responsibilities include, but are not limited to:
- composing minutes and correspondence;
- maintaining records of all Senate activities;
- responding to inquiries; and
- directing information and materials to the chair, Executive Committee, or committee chairs, as appropriate.
- In addition, the executive secretary shall carry out such other duties as may be delegated by the Senate.
- The executive secretary is the chief staff officer of the Senate, and as such provides continuity and perspective on past Senate actions.
- The executive secretary is not a member of the Senate, but may run for election to the Senate. If an elected senator, the executive secretary shall hold no other Senate leadership or board representative position.
- The executive secretary informs the Senate and its Executive Committee when Senate Bylaws, Senate Handbook policies or practices, or other established Senate protocols or practices are breached or require attention.
- The executive secretary is responsible for organizing records of current and past Senate actions and reports so they may inform the Senate, its committees, and their chairs, and the university and broader community on the Senate’s exercise of its legislative authority and advisory responsibilities.
- The executive secretary maintains online resources and records of key Senate activities and public documents, organized by chronology and committee subject area, and in ways that are logical and relevant to the Senate’s structure and schedule.
- Normally all communications to the Senate or its Executive Committee should be addressed to the executive secretary of the Senate. Exceptions include confidential communications to the chair, such as evaluations of deans, which can be addressed directly to the chair of the Senate.
- The executive secretary performs the customary responsibilities of executive secretary and corresponding secretary of the University Senate. These responsibilities include, but are not limited to:
- Parliamentarian
- The parliamentarian(s) may be current or former members of the Senate, or professional parliamentarians appointed each year by the chair with the approval of the Executive Committee (typically at its September meeting). The chair will appoint with Executive Committee approval additional parliamentarians when needed.
- The term of the parliamentarian(s) expires on June 30 of the subsequent year following appointment.
- The active parliamentarian advises the presiding officer on matters pertaining to parliamentary procedure and ensures that meetings are conducted in accordance with Robert’s Rules of Order and Senate practice and standing rules.
- If the parliamentarian role is filled by a current voting member who wishes to participate in debate, an alternate parliamentarian must be appointed for the remainder of the meeting.
- If there is a vacancy in the office of the parliamentarian, the chair can appoint someone to complete the unexpired term, with the approval of the Executive Committee.

ARTICLE III: Executive Committee
- Executive Committee members are responsible for representing the viewpoints of their respective constituencies on the Executive Committee, and for insuring that the Executive Committee carries out its responsibilities as described below.
- Standing Charge: To perform those duties defined in University Policy 50.2.1.E, to coordinate the activities of the Senate and its committees, and to exercise such powers as the Senate may delegate to it.
- The Executive Committee shall act on behalf of the Senate between meetings of the Senate and report these actions to the Senate. Although the Executive Committee is empowered to act for the Senate in exceptional circumstances, it shall minimize responding to emergency situations that require precipitous or independent action, and shall strengthen and publicize its planning, referral, evaluation, and liaison functions.
- In fulfilling its planning function, the Executive Committee shall:
- Identify those matters on which the Senate has a responsibility to exercise its legislative authority under University Policy 50.2.2A, and assign such matters to committees.
- Identify those matters on which the Senate has a responsibility to exercise its advisory authority under University Policy 50.2.2B, and assign such matters to committees.
- Review the annual reports from Senate committee chairs, decide which charges should be continued or modified; and anticipate and propose other matters needing Senate attention. The executive secretary will transmit these matters as charges to the appropriate committee, along with pertinent background information.
- Assign members to Senate standing committees and special panels, ensuring broad representation on each of the committees, to the extent this is compatible with other requirements for balance and continuity.
- Take responsibility for assuring standing committees, and the Senate as a whole, sufficient time in which to study and advise on all proposals brought to it.
- Issue, at its discretion, a rule calling for a specific voting procedure on a resolution pending before the Senate, including voting by secret ballot, to ensure an efficient voting procedure, and to protect the integrity of the vote whenever issues of extreme sensitivity or confidentiality exist.
- In fulfilling its referral function, the Executive Committee shall:
- Refer new matters to the committees throughout the year by majority vote. The executive secretary shall transmit these referrals in writing with appropriate supporting information.
- In keeping with its referral function, the Executive Committee shall generally refrain from initiating discussion of new issues on the Senate floor but rather move all business through the committee structure.
- Establish ad hoc committees and charge them appropriately.
- In fulfilling its evaluation function, the Executive Committee shall:
- Review and evaluate the performance of Senate committees and the Senate body as a whole.
- Report to the Senate the results of any such evaluations requiring action.
- In fulfilling its liaison function, the Executive Committee shall:
- Arrange for and monitor compliance with liaison arrangements among Senate committees, the administration, and university committees.
- Act as a buffer between the administration and other university groups and the Senate, guarding the Senate’s rights and responsibilities from encroachment by keeping in close touch with persons and events in the University community.
- Appeal to the Board of Governors as provided in Section 50.2.2B.(2) when the president does not consult the Senate in the areas defined for such consultation.
- In fulfilling its planning function, the Executive Committee shall:
- The Executive Committee may recommend time limits for debate on committee reports and the question-and-answer periods that follow administrative, board representative, and Executive Committee or Chancellor-led unit liaison reports on the Senate agenda, for approval by the Senate.
- Members
- There shall be an Executive Committee of the Senate consisting of the Chair, Vice Chair, six faculty members, four student members, one lecturer faculty member, one staff member, and one alumni member elected from the Senate. The Senate Representatives to the Board of Governors and the Board of Trustees will be ex officio members of the Executive Committee.
- The Chair of the Senate chairs the Executive Committee.
- All members of the Executive Committee must be voting senators.
- One faculty member shall be elected from each major Chancellor-led unit with the additional members elected at large.
- One student member shall be elected from each major Chancellor-led unit.
- If not serving as the current Chair of the Senate, the Chair from the preceding year becomes the Immediate Past Chair and serves for one year as an additional voting member of the Executive Committee.
- Members of the Executive Committee shall assume office on July 1 following the date of their election and shall serve for a period of one year, with terms expiring on June 30 of the subsequent year.
- If the Executive Committee deems a member to be excessively absent from its meetings, it may request that member’s resignation or recall from the Executive Committee by majority vote.
- If a vacancy occurs on the Executive Committee, a replacement from among current senators eligible to fill the vacancy will be appointed by the Executive Committee as soon as possible. The appointment must be voted upon at the next meeting of the Senate.
- Meetings
- The Senate Executive Committee ordinarily meets monthly during the academic year.
- Meetings of the Executive Committee may be conducted via online videoconferencing software provided by the University. Executive Committee members may attend via videoconferencing when meetings are held in person. Voting in Executive Committee meetings will be conducted electronically.
- The Executive Committee may vote outside of meetings by email. Under these circumstances, approval by a majority of Executive Committee members is required to adopt a motion.
- The Chair may call special meetings of the Executive Committee with a minimum of 48 hours notice.
- The Senate Executive Committee shall regularly meet with the President or Executive Vice President for Academic Affairs to discuss matters of mutual concern.
- Senate-Elected Representatives to the Board of Governors and the Board of Trustees are invited to attend Senate Executive Committee meetings but are not voting members of the committee.
- The Executive Secretary and the Parliamentarian attend Senate Executive Committee meetings but are not voting members of the committee.
- Executive Committee meetings are closed. The Executive Committee may invite guests to attend meetings.
- The Executive Committee may invite Senate committee co-chairs to attend meetings for the purposes of discussing ongoing and proposed charges to their committees. This attendance should be limited to the specific agenda item about which the guest is invited to participate.
- In September, the Executive Committee meets with chairs of the standing committees.
- In June, Executive Committee members for the upcoming year are invited to attend the Executive Committee meeting but may not vote in that meeting as their terms have not yet begun.
- Before the last Senate meeting of each academic year: The Executive Committee adopts a schedule of Senate meetings for the next academic year.
- In June, the Executive Committee considers the composition of standing committees based on recommendations from the executive secretary and the chair, taking senators’ committee preferences into account and attempting to balance the composition of all committees based on constituency, Chancellor-led unit, and new and continuing senators. The Executive Committee appoints standing committees, reviews committee chairs’ annual reports and the executive secretary’s summary of committee business, and reviews the standing charges of all committees.
