Consider the proposal submitted by Senator and Senate Parliamentarian Peter Gillett regarding disparities between Robert’s Rules of Order and Senate practices, and whether language should be added to the Senate Handbook to formalize exceptions in cases where Senate practice should take precedence over Robert's Rules.
